Call for Proposal – Development of AFROSAI-E digital communication toolkit for SAIs & corresponding training

The Good Financial Governance (GFG) in Africa programme promotes transparency and accountability in public financial management and is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). Its objective good financial governance change agents in the field of taxation, budget, financial control, and legislative financial and budgetary oversight are empowered to support systemic change in African countries. One of GFG’s key partner organizations in the area of external audit is the African Organization of English-Speaking Supreme Audit Institutions (AFROSAI-E), a linguistic subgroup of AFROSAI. The AFROSAI-E Secretariat was established to support the 26-member Supreme Audit Institutions (SAIs) in Africa with capacity building initiatives to fulfil their mandates.  The Secretariat is hosted by a member SAI (Currently the Auditor General of South Africa).

GFG aims to appoint a service provider to develop a digital communications toolkit for public auditors in AFROSAI-E member countries, develop a curriculum, teaching and learning materials for a two-day virtual workshop. The target audience for the toolkit and training are AFROSAI-E member SAIs, specifically the institution’s communication officers. Participants of trainings shall be capacitated to create and implement digital engagement strategies aimed at citizens and other stakeholders (e.g. accountability actors, such as members of parliament, CSOs, media, etc.). The toolkit and corresponding training shall enable SAIs to understand the advantages and disadvantages of the various digital communication channels and platforms (including social media), how to effectively use these to engage and re-engage stakeholders and how to use data analytics to measure impact and adapt approaches as needed. The toolkit should make use of innovative visuals / infographics to make the content engaging and easy to understand. Practical application guidance is key, with emphasis on the quality of content and not the quantity

GIZ invites eligible and professional companies with local presence in South Africa, to participate in this tender. Tender documents are available for downloading until 06.08.2021.
